You might want to take a quick look at Wikipedia for a quick overview of the e-bike laws in various states, and in countries other than the USA. Bear in mind, “you can’t lie on the internet” LOL.  The summaries of the laws on the wiki are just your starting point, to get an idea what your states attitude to e-bikes is. Many other sites have edited versions of your local laws,  and many of them will be incomplete. They may not mention things like use of a helmet, needing a registration, etc. Artwork: One of the first electric bicycles. Electric Hybrid Bikes- As the name suggests, these bikes combine the properties of mountain and fat-tire bikes. They are built to be fast and, at the time, tough. They are lighter than electric mountain bikes, so you don’t have to deal with the excess weight when going up hills. You can use the bike to carry heavy luggage or cycle through rough trails. The Stromer ST1 Platinum may look less decked out than the other models, but this e-bike is pretty high-tech. It looks like something a Storm Trooper might pilot and has a futuristic computer...

E-bikes are zero-emissions vehicles, as they emit no combustion by-products. However, the environmental effects of electricity generation and power distribution and of manufacturing and disposing of (limited life) high storage density batteries must be taken into account. Even with these issues considered, e-bikes are claimed to have a significantly lower environmental impact than conventional automobiles, and are generally seen as environmentally desirable in an urban environment.[62]  What is it?   Back to the definitions, since it is not an electric bike, it CAN be a motor driven cycle.  So it is a Moped, and a moped IS a motor vehicle.  If I look up the requirements for mopeds in other statutes, I may find my homemade moped will not be legal without lights, turn signals, dot approved tires, valid drivers license needed, etc etc etc.  If that is so I’m screwed!  ARRRGHHH! Lithium manganese batteries are used in the latest Nissan Leaf electric car. It’s claimed they generate more power and last longer. The new Leaf has double the range of its predecessor, but we’ve seen these batteries in very few (and very expensive) e-bikes so far. E-bike usage worldwide has experienced rapid growth since 1998. In 2016 there were 210 million electric bikes worldwide used daily.[31] It is estimated that there were roughly 120 million e-bikes in China in early 2010, and sales are expanding rapidly in India, the...

Industry executives cite several reasons why e-bicycle sales are poised to take off in the U.S. Most important is the fact that more Americans than ever already bike to work, and that cities and towns are building infrastructure to accommodate them. According to the League of American Bicyclists, bike commuting grew by 47 percent nationally between 2000 and 2011, and it grew by 80 percent in communities designated as “bicycle friendly” by the...

Unless I am mistaken, New York still completely prohibits electric bike use on public roadways.  As you can see, it’s far too complicated and variable to be able to summarize e-bike laws for the entire USA.  Each state is quite different, in some you are a motor vehicle, and in some you are not. And even in one state, the power and speed your particular e-bike has can greatly change the legality of riding on public roadways. The most common questions regarding e-bikes – is it cheating? The short answer is, no! Anyone who has owned an e-bike will tell you that you end up using the same amount of energy, sometimes more, but the amount of effort depends on the individual and what they want from it. In reality, because you’re free from the usual limitations of...
