E-bikes use rechargeable batteries, electric motors and some form of control. Battery systems in use include sealed lead-acid (SLA), nickel-cadmium (NiCad), nickel-metal hydride (NiMH) or lithium-ion polymer (Li-ion). Batteries vary according to the voltage, total charge capacity (amp hours), weight, the number of charging cycles before performance degrades, and ability to handle over-voltage charging conditions. The energy costs of operating e-bikes are small, but there can be considerable battery replacement costs. The lifespan of a battery pack varies depending on the type of usage. Shallow discharge/recharge cycles will help extend the overall battery life.
Various designs (including those mentioned above) are designed to fit inside most area laws, and the ones that contain pedals can be used on roads in the United Kingdom, among other countries.

This was my first VBT bicycling tour and it was fabulous. The bicycling was marvelous and I would recommend an e-bike to other travelers as it allowed me to ride further and with less discomfort than I would have otherwise experienced. I will definitely book another VBT tour in the near future.
E-bikes are classed according to the power that their electric motor can deliver and the control system, i.e., when and how the power from the motor is applied. Also the classification of e-bikes is complicated as much of the definition is due to legal reasons of what constitutes a bicycle and what constitutes a moped or motorcycle. As such, the classification of these e-bikes varies greatly across countries and local jurisdictions.

Power assist bikes typically use an electric motor and on-board electric battery to add propulsion to the traditional pedal-and-chain system. The power can be turned on or off, and dialed low to high, depending on how much energy the rider desires to use.
A lot of pedal assist bikes have different levels of assistance, for example: low, medium, or high assist. Please note that some e-bikes have 4 or 5 pedal assist settings, but for this example we will just stick with low, medium, and high.

If you keep reading the NM statutes, you see no exceptions to the traffic laws for mopeds. You get to ride with no registration, but you don’t get to ride any way you please. “Bicycles” have to obey the traffic laws too, by the way. Similar to Texas, lights at night, stop at the stop sign, ride on the right side of the road, obey speed limits, etc.

This article seems incorrect. I have read the HR-727 and can’t seem to find anywhere that states the 750 watt 20 MPH limit is only for people selling ebikes. The way it is written seems to imply the law is for riding ebikes.

Electric self-balancing unicycles do not conform to e-bike legislation in most countries and therefore cannot be used on the road, but can be utilized in the sidewalk. They are the cheapest electric cycles and used by the last mile commuters, for urban use and to be combined with public transport, including buses.
In this section, we see the requirements for drivers licences for various vehicles. The the one to take note of here is that if you operate as a “moped” (30-MPH) then you need not only a drivers license, but one with a motorcycle endorsement. But as a motorized bicycle, (20-MPH) you do not need any drivers license. You only need to be 16 years old for the “bike”.
In the USA, it can get very confusing to understand what is legal and what is not, with an electric bicycle. Part of the confusion is caused by the Federal law, which has often been quoted by people selling electric bikes. To begin with, this federal definition applies only to selling an e-bike. Fat e-bikes might seem excessive to some, but we sort of love the concept—especially for riding in deep sand or powder. In addition to being over-the-top and on-trend, the bike has some awesome features, and the fact that Haibike has been on the market with its sporty electronic assist mountain bike line since 2009 (and has been constantly refining it) speaks to the demand for e-bikes. At the very least, it should be a mandate that all regulations for electric personal transportation vehicles should have to be clearly stated, in one place that is clearly labeled and easy to understand. That’s a starting point. Electric PTV users shouldn’t have to search all over federal, state & local laws to find out whether or not they are being legal.
The oldest patent for an electric bike I’ve been able to find at the US Patent and Trademark Office is this one, by Ogden Bolton, Jr. of Canton Ohio, which was filed in September 1895 and granted three months later. You can see from these original diagrams that it bears an amazingly close resemblance to modern electric bikes. In the general picture on the left, you can see there’s a hub motor on the rear wheel (blue), a battery suspended from the frame (red), and a simple handlebar control to make the thing stop and go. In the more detailed cutaway of the hub motor on the right, you can see there’s a six-pole magnet in the center (orange) bolted to the frame and an armature (made from coiled wire, yellow) that rotates around it when the current is switched on. It’s quite a hefty motor even by modern standards; Ogdon mentions “a heavy current at low voltage—for instance, to carry one hundred amperes at ten volts.” So that’s 1000 watts, which is about twice the power of typical modern bike hub motor.

But also some bad news. It states that the operator of a “moped” has to have a valid drivers license. No big deal, unless you lost yours in a DUI. If that is the case, then you might think twice about operating without a license, if you want to get your license back someday.
