This article seems incorrect. I have read the HR-727 and can’t seem to find anywhere that states the 750 watt 20 MPH limit is only for people selling ebikes. The way it is written seems to imply the law is for riding ebikes.

With clear rules on how and where to ride an e-bike, everyone stands to benefit. Local bicycle shops and manufacturers will see increased business and their customers will no longer be confused; people who already ride e-bikes can more easily understand where to ride; and new bicyclists who may be discouraged from riding a traditional bicycle due to limited physical fitness, age, disability or convenience will have new transportation alternatives.
I use my pedelec mode all the time to save on battery charge. The throttle is good for starting off then I switch to pedelec assist level 3. Also my hand gets sore holding the throttle on all the time. I prefer full throttles to half throttles, but my bike only comes with half throttle. A problem with my pedelec mode is the motor stays on for 2 to 3 seconds after I stop pedaling. I would be better if it cut off soon as I stop pedaling.

Riding Position: You also may wish to check out an e-bike’s riding position before investing in it. For short trips, the riding position might not make much difference, but for long journeys, the upright “Dutch” style with pulled-back handlebars is very comfortable – particularly for tall riders. The same goes for mountain bike styles, though these bikes are not often designed to actually go off-road.
Yet if electric bikes end up replacing human-powered bikes, or if they are used only for exercise or fun, they could well add to pollution because they consume electricity, much of which comes from burning fossil fuels. Only if electric bicycles replace cars will their environmental benefits materialize — and that’s the goal, say bike makers.

Pedelecs are pointless. Most people who buy electric bikes want to cruise on electric and pedal just a little. Plus you can keep up with traffic better with throttle and more speed. Its actually dafer for you. Some pedelecs you never know when the darn motor will kick in. The pedelec sensor fails often. Its a nightmare for ebike companies to fix!
But lower cost options are emerging, too. This month, three U.S. bikeshare companies, Motivate, LimeBike and Spin, announced electric bicycles will be added to their fleets. New York-based Jump Bikes is already operating an electric bikeshare in Washington, D.C., and is launching in San Francisco Thursday. Rides cost $2 for 30 minutes.

Controllers for brushed motors: Brushed motors are also used in e-bikes but are becoming less common due to their intrinsic lower efficiency. Controllers for brushed motors however are much simpler and cheaper due to the fact they don’t require hall sensor feedback and are typically designed to be open-loop controllers. Some controllers can handle multiple voltages.
In the theoretical electric bike we considered up above, we had the dynamo/motor driving the back wheel directly, simply by pressing on the tire. Most electric bikes work a different way. They have compact electric motors built into the hub of the back or front wheel (or mounted in the center of the bike and connected to the pedal sprocket). Take a look at the hub of an electric bike and probably you’ll see it’s much fatter and bulkier than on a normal bike. So my e-bike was a bike before the motor was put on. But it’s not a bike when the motor is turned on. This could be important. If you are not using the motor, EVERY device propelled by human power with tandem wheels is a “bike” except for scooters. It does not seem to exclude carrying a motor you are not using on your “bike”.
My State (WV) Laws are similar. Anything with a motor is a Moped (requires registration and insurance and that kills a lot of incentive to use one).
