We are regular riders and chose to ride e-bikes and felt it was the best decision we could have made. Because of the size of the group there were extra e-bikes available and three others in the group switched after day one. A 2008 market survey showed that the average distance traveled in the Netherlands by commuters on a standard bicycle is 6.3 kilometres (3.9 mi) while with an e-bike this distance increases to 9.8 kilometres (6.1 mi). This survey also showed that e-bike ownership is particularly popular among people aged 65 and over, but limited among commuters. The e-bike is used in particular for recreational bicycle trips, shopping and errands.
This was my first VBT bicycling tour and it was fabulous. The bicycling was marvelous and I would recommend an e-bike to other travelers as it allowed me to ride further and with less discomfort than I would have otherwise experienced. I will definitely book another VBT tour in the near future.

You might want to take a quick look at Wikipedia for a quick overview of the e-bike laws in various states, and in countries other than the USA. Bear in mind, “you can’t lie on the internet” LOL. The summaries of the laws on the wiki are just your starting point, to get an idea what your states attitude to e-bikes is. Many other sites have edited versions of your local laws, and many of them will be incomplete. They may not mention things like use of a helmet, needing a registration, etc.
My State (WV) Laws are similar. Anything with a motor is a Moped (requires registration and insurance and that kills a lot of incentive to use one). I got interested because I was looking at the Organic Transit ELF. Turns out human powered Trikes are non-classified vehicles here, that is they are not defined as a bike -as a bike can only have 2 tandem wheels- while a moped can have 3 but also has a motor which a human powered trike lacks. >shrug< So what is my example e-bike in California? Looking at the section for motorized bicycle, it’s less than 1000W, check. It’s capable of 23-MPH, fail. We talked earlier about how to make it pass in Texas, and the same things could get it to pass in California. But the last one is new, “Incapable of increasing the speed past 20-MPH…” What does that mean? It does not seem to me that it means you can’t motor to 20-MPH, then pedal to go faster. It’s the opposite. It means that if you pedal to 20-MPH, the motor won’t add any more speed than you have from pedaling. The example e-bike does not do that, so check.
