Specialist off-road electric bikes aren’t legal for road use, so we’re not spending a lot of time on them in this review. However, you may be interested in learning a few facts about these monstrosities. They’re lightweight yet tough with fat, all-terrain tires, advanced brakes, and speeds in excess of 50 mph.
The California section indicates the need for an M-1 or M-2. Not completely correct, if the motorized bicycle, moped, scooter, motorcycle, has 3 wheels (attached sidecar or trike) then a Class C is enough, and no special motorcyle endorsement is needed.

Don’t just trust what a person that wants to sell you an e-bike says. There is no substitute for digging up the law in your own state to figure out if what you plan to buy, or have bought is legal for you to ride in your state.
Some electric bikes claim to use a neat trick called regenerative braking. If you start pedaling the bicycle or going downhill, the spinning wheels turn the electric motor in the hub in reverse and start charging up the batteries. In practice, regenerative braking is nowhere near as useful on an electric bicycle as it is on an electric train or car. An electric bike has much less mass and velocity than either a train or car, so it never gains (or loses) anything like as much kinetic energy when it starts and stops. You’d have to go down an awful lot of hills to charge up the batteries completely and that’s usually not practical. And what’s the point in pedaling the wheels simply to charge the battery? You might as well have bought an ordinary bicycle to start with!

The top three e-bikes are the Gocycle GS, The Jetson Adventure, and the Propella E-Bike. All three e-bikes are very different. It does it in style, won’t force you to relearn how to ride a bike, and certainly has a unique look going for it.

Add a device to control speed. One example is a three speed switch. Some controllers have a plug for it, or there are types that just modify the throttle signal. If your controller comes equipped with a cycleanalyst plug, then the CA can have its speed limiting function set to 20-MPH. Lastly, some controllers have a jumper wire that limits potential speed. In most cases this jumper wire, when connected, will result in speed a lot slower than 20-MPH. So that may not be the first choice. However you get it done, it beats having to comply with the moped laws, particularly if you have no drivers license.

In the theoretical electric bike we considered up above, we had the dynamo/motor driving the back wheel directly, simply by pressing on the tire. Most electric bikes work a different way. They have compact electric motors built into the hub of the back or front wheel (or mounted in the center of the bike and connected to the pedal sprocket). Take a look at the hub of an electric bike and probably you’ll see it’s much fatter and bulkier than on a normal bike. HR-727 amended the Consumer Product Safety Act, which falls under Title 15 of the United States Code, which is overall entitled “Commerce and Trade” – so it’s very clear from the context that the federal definition of “low speed electric bicycle” is intended to pertain only to commerce and trade (i.e., importing and selling) of e-bikes. HR-727 was intended to place e-bikes under the jurisdiction of the Consumer Product Safety Commission when it comes to establishing safety requirements for e-bikes imported and sold in the U.S. (as opposed to DOT or NHTSA, which handle such requirements for motor vehicles like cars trucks). Federal law says nothing about where and how e-bikes may be ridden, thus allowing states and local jurisdictions to set their own rules.
