The part that confuses me is the “saddle”. Recumbent trikes do not have the typical bicycle saddle seat. They have a nice comfy fully supportive seat. Some are like bucket seats. So then I’m thinking, would it be a moped under WA law?

An electric bicycle, also known as an e-bike, powerbike or booster bike, is a bicycle with an integrated electric motor which can be used for propulsion. Many kinds of e-bikes are available worldwide, from e-bikes that only have a small motor to assist the rider’s pedal-power (i.e., pedelecs) to somewhat more powerful e-bikes which tend closer to moped-style functionality: all, however, retain the ability to be pedalled by the rider and are therefore not electric motorcycles. E-bikes use rechargeable batteries and the lighter varieties can travel up to 25 to 32 km/h (16 to 20 mph), depending on the laws of the country in which they are sold, while the more high-powered varieties can often do in excess of 45 km/h (28 mph). In some markets, such as Germany, they are gaining in popularity and taking some market share away from conventional bicycles,[1] while in others, such as China, they are replacing fossil fuel-powered mopeds and small motorcycles.[2][3]

Electric Hybrid Bikes- As the name suggests, these bikes combine the properties of mountain and fat-tire bikes. They are built to be fast and, at the same time, tough. They are lighter than electric mountain bikes, so you don’t have to deal with the excess weight when going up hills. You can use the bike to carry heavy luggage or cycle through rough trails.

  That is a lot of variety of e-bike rules, and we just looked at three states. Unless I am mistaken, New York still completely prohibits electric bike use on public roadways.  As you can see, it’s far too complicated and variable to be able to summarize e-bike laws for the entire USA.  Each state is quite different, in some you are a motor vehicle, and in some you are not. And even in one state, the power and speed your particular e-bike has can greatly change the legality of riding on public roadways.

Some electric bikes claim to use a neat trick called regenerative braking. If you start pedaling the bicycle or going downhill, the spinning wheels turn the electric motor in the hub in reverse and start charging up the batteries. In practice, regenerative braking is nowhere near as useful on an electric bicycle as it is on an electric train or car. An electric bike has much less mass and velocity than either a train or car, so it never gains (or loses) anything like as much kinetic energy when it starts and stops. You’d have to go down an awful lot of hills to charge up the batteries completely and that’s usually not practical. And what’s the point in pedaling the wheels simply to charge the battery? You might as well have bought an ordinary bicycle to start with!

The oldest patent for an electric bike I’ve been able to find at the US Patent and Trademark Office is this one, by Ogden Bolton, Jr. of Canton Ohio, which was filed in September 1895 and granted three months later. You can see from these original diagrams that it bears an amazingly close resemblance to modern electric bikes. In the general picture on the left, you can see there’s a hub motor on the rear wheel (blue), a battery suspended from the frame (red), and a simple handlebar control to make the thing stop and go. In the more detailed cutaway of the hub motor on the right, you can see there’s a six-pole magnet in the center (orange) bolted to the frame and an armature (made from coiled wire, yellow) that rotates around it when the current is switched on. It’s quite a hefty motor even by modern standards; Ogdon mentions “a heavy current at low voltage—for instance, to carry one hundred amperes at ten volts.” So that’s 1000 watts, which is about twice the power of a typical modern bike hub motor.

I’ve had 3 throttle bikes and have been riding a pedelec for 2 weeks now, and so far, I liked the throttle. I’m basically a cyclist who likes to keep the pace up going up hills, so I used to ride unassisted a lot of the time, but that’s not really possible with the pedelec. It would be better if it had a 0 setting so you could still use the throttle override, but the only option is to switch the whole thing off. And I agree with Dan, it’s just another thing to go wrong, cost money and add weight. I’ll bet in my case it detracts from the range. Imagine if they told you that you couldn’t switch off cruise control in your car!

Is my e-bike a bicycle?  It has two tandem wheels, that is, the wheels are one in front of the other, not side by side. It can be propelled by human power.  The question here is, does the law mean propelled only by human power?  It is a bit vague about that, but it does not specifically say, “cannot have a motor” either.  Hmm, maybe another definition will fit my e-bike better.  Lets read some more.

I have now done 2700 miles of leisure cycling with a range of up to 40 Miles. Usually I leave the assist control in ECO mode (50% extra torque)for most of the ride but as I live on top of a hill I usually finish the ride in MED (100% extra torque) or HI (150% extra torque). Think of a this type of pedelec as having a torque motor which applies an extra torque that is a multiplier of the torque you are applying to the chain. Mine is coupled to a Shamano Nexus 7 seven speed hub, and is great for always being in the right gear by being able to change gear when stationary.

The e-bikes in New York should be legalized. This was a very bad idea from somebody to make e-bikes illegal in New York. Making something illegal isn’t to expect that nobody is going to make that thing. Those who made e-bikes illegal in New York should neither expect themselves that nobody is going to ride them there. Riding a gasoline powered motorbike is legal but the e-bikes are illegal in New York, I think this is all ridicilous. New York is one of the world’s biggest cities and there are more vehicles than in London, Stockholm, Warsaw, Berlin or even Gothenburg in Sweden. In all of those cities e-bikes are legal, these cities are named as examples but e-bikes should be legal in New York. They should think more about pollutions and the air quality, this has to be as good as possible in that big cities like New York or even bigger cities. India and China have got real problems with their air quality, especially in the cities where they drive cars and motorbikes a lot. The cargo motorbikes are usual especially in India and those should get replaced by cargo ELECTRIC motorbikes making no pollutions. India and are the biggest countries in the world and there should be more electric vehicles than gasoline powered vehicles. Today there are batteries that can be charged as fast as refuelling a gasoline powered vehicle, normally 5 minutes. But the batteries get only 50 % of their capacity and charging them that fast all the time will use up them faster than if they will get full charges all the time. Fast charging is also not good for the batteries, it’s better to charge batteries too long. Once I tried charging my mobile phone battery a time that was too long and the battery was longing for a longer time than usually. Too long charges are better than those taking 5 minutes but actually still not the best thing a battery can get. I would recommend to charge the batteries in the time they need mostly and charge them too long sometimes only.

By 1898 a rear-wheel drive electric bicycle, which used a driving belt along the outside edge of the wheel, was patented by Mathew J. Steffens. Also, the 1899 U.S. Patent 627,066 by John Schnepf depicted a rear-wheel friction “roller-wheel” style drive electric bicycle.[7] Schnepf’s invention was later re-examined and expanded in 1969 by G.A. Wood Jr. with his U.S. Patent 3,431,994. Wood’s device used 4 fractional horsepower motors; connected through a series of gears.[8]
