You ARE allowed to ride an e-bike in Texas faster than 20-MPH if you pedal up that speed. So when you are going fast and see a cop, pedal as fast as you can. We call it clown pedaling. Looks really clownish if you happen to be going 40-MPH. Don’t expect a cop to be fooled if your e-bike really goes 40-MPH…but sometimes cops can surprise you.

I have now done 2700 miles of leisure cycling with a range of up to 40 Miles. Usually I leave the assist control in ECO mode (50% extra torque)for most of the ride but as I live on top of a hill I usually finish the ride in MED (100% extra torque) or HI (150% extra torque). Think of a this type of pedelec as having a torque motor which applies an extra torque that is a multiplier of the torque you are applying to the chain. Mine is coupled to a Shamano Nexus 7 seven speed hub, and is great for always being in the right gear by being able to change gear when stationary.

As a power electronics engineer I had intended designing and developing a torque assist bike so was surprised to find that a few manufacturers brought them out in Europe recently. I bought a Raleigh Vélo Cité with a 36V 10Ahr lithium battery. I would never use a throttle or cadence type unless I was infirm and I am sure that torque sensing pedelecs will become the norm as prices fall.

Battery systems in use include sealed lead-acid (SLA), nickel-cadmium (NiCad), nickel-metal hydride (NiMH) or lithium-ion polymer (Li-ion). Batteries vary according to the voltage, total charge capacity (amp hours), weight, the number of charging cycles before performance degrades, and ability to handle over-voltage charging conditions. The energy costs of operating e-bikes are small, but there can be considerable battery replacement costs. The lifespan of a battery pack varies depending on the type of usage. Shallow discharge/recharge cycles will help extend the overall battery life.

There’s no question that electric bikes are far better for the environment than petrol-powered car engines. But that doesn’t mean they’re completely perfect. Making and disposing of batteries can be very polluting. Not only that, but an electric bicycle is still using energy that has to come from somewhere. You may think you’re using clean green power, but the electricity you use for getting about might have come from a filthy old, coal-fired power plant or one driven by nuclear energy. (If you’re lucky, of course, it might have come from solar panels or a wind turbine!) Electric bikes are nowhere near as environmentally friendly as ordinary push bikes, but nothing is ever perfect—and, as people often say, “the perfect is the enemy of the good.” Electric bikes are certainly a step in the right direction. If everyone used them to get about instead of cars, global warming might be less of a problem, and the world would be a far cleaner and healthier place!
Looks pretty similar to the Texas definitions, but there is one key difference. There is no definition for electric bike. There seems to be no such thing as an electric bike in New Mexico. The closest match is “moped” So it looks like in the State of New Mexico the example e-bike is a moped. Some good news, you can go 30 mph. And you don’t need to register and insure a moped.
For the premium buyer, there’s the Faraday Porteur, the brainchild of Adam Vollmer, a mechanical engineer from Ideo, the famed design firm. First launched as a Kickstarter project last year, Faraday is now taking pre-orders for the Porteur, which is priced at $3,500. Think of it as the Tesla of electric bikes.
Your best approach is to go directly to your states motor vehicle department website, and get a copy of the your local state vehicle codes, with NO EDITING. Only a recently updated official state vehicle codes will contain all the latest changes to the laws. Other websites may have edited versions of the state codes, which may not contain the sections that apply to e-bikes. Or the version may simply be out of date. Even at the official state websites, you might not be getting all the information at once. Various laws that apply to your e-bike are usually scattered in different sections of the code.
However, the only real change in the e-bike laws that I’ve found in WA is the addition of the seat requirement. I’ve had people tell me I just need a seat, and the law’s to prevent sitting on a bar, or standing only.

An estimated 29.3 million e-bicycles were sold in 2012, with perhaps 90 percent of those selling in China, which has more electric bikes than cars on its roads. E-bicycles are popular in Europe, too, selling about 380,000 a year in Germany and 175,000 in the Netherlands in 2012. By comparison, about 120,000 electric cars were sold worldwide.
