Rear hub motors are also popular. Some owners suggest they make the back of the bike feel a bit heavy (the battery is often back there, too), but balance is still good. In many ways, this is rear-wheel drive like you get with a scooter or motorbike. The rear hub looks larger than usual, but in profile, it looks much like an ordinary bike.

With pedal-assist the electric motor is regulated by pedalling. The pedal-assist augments the efforts of the rider when they are pedalling. These e-bikes – called pedelecs – have a sensor to detect the pedalling speed, the pedalling force, or both. Brake activation is sensed to disable the motor as well.

Connections are made with solid Nickel strips, spot welder to each cell. Each cell and each series is tested before assembly. The BMS will prevent over charging and will balance the cells after a full charge.

HR-727 amended the Consumer Product Safety Act, which falls under Title 15 of the United States Code, which is overall entitled “Commerce and Trade” – so it’s very clear from the context that the federal definition of “low speed electric bicycle” is intended to pertain only to commerce and trade (i.e., importing and selling) of e-bikes. HR-727 was intended to place e-bikes under the jurisdiction of the Consumer Product Safety Commission when it comes to establishing safety requirements for e-bikes imported and sold in the U.S. (as opposed to DOT or NHTSA, which handle such requirements for motor vehicles like cars and trucks). Federal law says nothing about where and how e-bikes may be ridden, thus allowing states and local jurisdictions to set their own rules.

One last thing to consider is your very local laws. Counties, Parishes, Towns, Cities and even park managers, can also regulate bikes, e-bikes, mopeds, etc at the local level. You may have local laws about mopeds or motor vehicles on the, hiking, bike or multi-use trails for example. Pay particular attention to the exact wording of the signs if any.  “No Motor Vehicles”, does not ban an e-bike IF, your state does not define an e-bike as a motor vehicle.  If a sign says “No Motorized Vehicles”, then your e-bike is a lot more likely to fit that definition and not be allowed on the trail.  Local differences exist. Your multi-use beach path at home may be OK, but cross a city border, and some entirely different rules may be in effect for the paths.

A lot of pedal assist bikes have different levels of assistance, for example: low, medium, or high assist.  Please note that some e-bikes have 4 or 5 pedal assist settings, but for this example we will just stick with low, medium, and high.

HR-727 (Passed by the 107th Congress) defines what a “low speed electric bicycle” is. More importantly, that law states in Section”D” as follows: This section shall supersede any State law or requirement with respect to low-speed electric bicycles to the extent that such State law or requirement is more stringent than the Federal law or requirements referred to in subsection (a).”

I wasn’t sure I would be able to do this ride. But I had no problem at all. I used an e-bike and kept up with the group and had a ball! Everyone on the ride was wonderful and fun to be with. If you aren’t sure you might be up for a ride through Spain, think again. Anyone can do it using an e-bike. I can’t wait to do my next Hum, where shall I go?

This quickly got pretty complicated didn’t it?  If it really matters to you that you NOT get a ticket, you might just want to gather the information and show it to your lawyer.  This could be VERY important if you have gotten your drivers license revoked for some reason, and don’t want a ticket for riding a bicycle to ruin your chances of ever getting it back (we have found drivers with a DUI using an E-bike to get to work. OK in some places, NOT OK in others).  One thing is for sure, if you walk into court the judge is not going to care one bit about the federal consumer product definition of a low speed electric bicycle.  Only the local state motor vehicle code matters.
