Is my e-bike a bicycle?  It has two tandem wheels, that is, the wheels are one in front of the other, not side by side. It can be propelled by human power.  The question here is, does the law mean propelled only by human power?  It is a bit vague about that, but it does not specifically say, “cannot have a motor” either.  Hmm, maybe another definition will fit my e-bike better.  Lets read some more.

Torque sensors and power controls were developed in the late 1990s. For example, Takada Yutky of Japan filed a patent in 1997 for such a device. In 1992 Vector Services Limited offered and sold an e-bike dubbed Zike.[9] The bicycle included NiCd batteries that were built into a frame member and included an 850 g permanent-magnet motor. Despite the Zike, in 1992 hardly any commercial e-bikes were available.

Two years ago, CEO Chris Cocalis of Pivot Cycles — which sells high-end mountain bikes — found that U.S. bike shops weren’t interested in stocking ebikes. Some retailers warned Cocalis that they’d drop the brand if it came out with an electric bike. Some traditionalists had feared excess wear on trails, but research has since shown that not to be the case.

E-bikes can be a useful part of cardiac rehabilitation programmes, since health professionals will often recommend a stationary bike be used in the early stages of these. Exercise-based cardiac rehabilitation programmes can reduce deaths in people with coronary heart disease by around 27%;[56] and a patient may feel safer progressing from stationary bikes to e-bikes.[57] They require less cardiac exertion for those who have experienced heart problems.[58]

The most influential definition which distinguishes which e-bikes are pedelecs and which are not, comes from the EU. From the EU directive (EN15194 standard) for motor vehicles, a bicycle is considered a pedelec if:

There’s no question that electric bikes are far better for the environment than petrol-powered car engines. But that doesn’t mean they’re completely perfect. Making and disposing of batteries can be very polluting. Not only that, but an electric bicycle is still using energy that has to come from somewhere. You may think you’re using clean green power, but the electricity you use for getting about might have come from a filthy old, coal-fired power plant or one driven by nuclear energy. (If you’re lucky, of course, it might have come from solar panels or a wind turbine!) Electric bikes are nowhere near as environmentally friendly as ordinary push bikes, but nothing is ever perfect—and, as people often say, “the perfect is the enemy of the good.” Electric bikes are certainly a step in the right direction. If everyone used them to get about instead of cars, global warming might be less of a problem, and the world would be a far cleaner and healthier place!

Lastly look for any other codes that apply to operation of the type of vehicle you have. You may find that helmets are required for those under 18, or whatever.  Remember, if you have decided that your vehicle fits the definition of “bicycle” then ALL laws applying to bicycles apply to you.  So you might need a light after dark.  You might be required to have pedals (some builds have used a bicycle frame to essentially make a scooter). You may or may not be legal to ride on the sidewalk, or the hiking trail.

E-bikes have certainly taken off in recent years, and riders interested in picking one up now have several options available to them. But how economical are they really? Are they easy to operate and maintain? And how do they ride? Here, we take a look at the thirteen things you should know about these two-wheeled machines.

Batteries: Battery packs can be fitted in all kinds of different positions, but often, they are fixed to a rack behind the rider. If you plan on carrying anything, this configuration could be problematic.

More powerful pedelecs which are not legally classed as bicycles are dubbed S-Pedelecs (short for Schnell-Pedelecs, i.e. Speedy-Pedelecs) in Germany. These have a motor more powerful than 250 watts and less limited, or unlimited, pedal-assist, i.e. the motor does not stop assisting the rider once 25 km/h has been reached. S-Pedelec class e-bikes are therefore usually classified as mopeds or motorcycles rather than as bicycles and therefore may (depending on the jurisdiction) need to be registered and insured, the rider may need some sort of driver’s license (either car or motorcycle) and motorcycle helmets may have to be worn.[14]

The Japanese giant, which manufactures everything from motorcycles and musical instruments to personal water scooters and motorboats, will begin selling Yamaha Power Assist Bicycles through U.S. dealers in 2018.

Maybe you merely have to pedal without the motor to be legal on that trail. Or maybe you just have to ride slow.  Maybe if you look just like a gasoline scooter, nice little old ladies start throwing rocks at you.  It can be quite peculiar at the local level. One day, I nearly got in a fist fight with 30 jogging body-builders that decided my e-bike was not allowed on the trail. They thought ALL bikes were not allowed. Some days you just have to bend to the local peculiarity of that day.  That day, I got off the path, and got back on again once I was out of their sight.

Electric bicycles are already popular in Europe and in China, which has more e-bikes than cars on its roads. Now, manufacturers are marketing e-bikes in the U.S., promoting them as a “green” alternative to driving.

You ARE allowed to ride an e-bike in Texas faster than 20-MPH if you pedal up that speed.  So when you are going fast and see a cop, pedal as fast as you can.  We call it clown pedaling. Looks really clownish if you happen to be going 40-MPH. Don’t expect a cop to be fooled if your e-bike really goes 40-MPH…but sometimes cops can surprise you.

The oldest patent for an electric bike I’ve been able to find at the US Patent and Trademark Office is this one, by Ogden Bolton, Jr. of Canton Ohio, which was filed in September 1895 and granted three months later. You can see from these original diagrams that it bears an amazingly close resemblance to modern electric bikes. In the general picture on the left, you can see there’s a hub motor on the rear wheel (blue), a battery suspended from the frame (red), and a simple handlebar control to make the thing stop and go. In the more detailed cutaway of the hub motor on the right, you can see there’s a six-pole magnet in the center (orange) bolted to the frame and an armature (made from coiled wire, yellow) that rotates around it when the current is switched on. It’s quite a hefty motor even by modern standards; Ogdon mentions “a heavy current at low voltage—for instance, to carry one hundred amperes at ten volts.” So that’s 1000 watts, which is about twice the power of a typical modern bike hub motor.

Baby boomers are an obvious market for electric bicycles. “We’re seeing an aging population, and a growing number of people getting back into cycling,” says Bill Moore, an Internet publisher who recently launched ePEDALER, an electric-assist bicycle retailer. Urbanization will be another driver of electric bike sales, Moore said, as will the obesity crisis, rising health care costs, and the desires of employers to encourage their workers to become more active.
