So what is my example e-bike in California? Looking at the section for motorized bicycle, it’s less than 1000W, check. It’s capable of 23-MPH, fail. We talked earlier about how to make it pass in Texas, and the same things could get it to pass in California. But the last one is new, “Incapable of increasing the speed past 20-MPH…” What does that mean? It does not seem to me that it means you can’t motor to 20-MPH, then pedal to go faster. It’s the opposite. It means that if you pedal to 20-MPH, the motor won’t add any more speed than you have from pedaling. The example e-bike does not do that, so check.

Brakes: Caliper brakes (the type found on ordinary bicycles) are common on e-bikes, but disk brakes offer better stopping power. In wet conditions, however, initial braking can be slowed as you first clear water from the disk. It’s a minor thing, and you soon get used to it.
If you are concerned about the speed and power of an electric bike, pay attention to the motor size. Electric motor size is measured in watts and usually ranges between 250 and 750. When deciding on the appropriate amount of wattage, think about factors like the weight of the rider and the desired speed and terrain for the bike. If your child will mostly be on a flat surface, lower wattage should suffice; if they are planning to ride up and down hills, look for a bike with a larger motor.
GenZe e-bikes allow you the flexibility to throttle, get a boost, or pedal on your own. This allows you to move at your pace, and match the speed of traffic. Stopping doesn’t slow you down, and you’ll feel safer and more confident on the road.
And let’s not forget the economic advantages of owning an e-bike. The annual cost of running a new family car is, on average, about $9,000 per year. Running an electric bike costs around $400 per year. And while filling a gas tank costs around $30, recharging an electric bike battery costs only about 50 cents. A tank of gas may get you further, but not 60 times further!

I use my pedelec mode all the time to save on battery charge. The throttle is good for starting off then I switch to pedelec assist level 3. Also my hand gets sore holding the throttle on all the time. I prefer full throttles to half throttles, but my bike only comes with half throttle. A problem with my pedelec mode is the motor stays on for 2 to 3 seconds after I stop pedaling. I would better if it cut off soon as I stop pedaling.

With pedal-assist the electric motor is regulated by pedalling. The pedal-assist augments the efforts of the rider when they are pedalling. These e-bikes – called pedelecs – have a sensor to detect the pedalling speed, the pedalling force, or both. Brake activation is sensed to disable the motor as well.
The wording is important on this part I think. It says “incapable”. So I think even if you had a CA hooked up to it that allowed you to regulate the speed and wattage output, if the overall system was still “capable” of exceeding those limits, then it would not fall under electric assist bike. The RCW also says if you can pedal the bike above 20mph on human power alone, the motor can’t be capable of adding more speed beyond that. In other words it shuts off, or goes into regen?
