Riding my Stromer on Minneapolis bike trails for the past month has been a blast. And, nobody has a clue what I’m riding. Of course, I’m careful to call “on your left” with every high speed pass. But, I’m dreading the possibility of “no motor-assist bicycles” signs going up once people do figure out what’s going on.
In 2012, two e-bike advocates completed the first 4,000-mile (6,400 km) transcontinental e-bike tour from New York to San Francisco to advocate for e-bikes in major cities across the U.S. Pedego Electric Bikes is the best selling brand in the U.S. Many e-bikes in the United States are standard bicycles converted using a kit. In general, the kits include the motor (the majority of which are hub motors built into the front or rear wheel), a speed controller, throttle (usually twist-grip or thumb throttle), necessary wiring and connectors, and a battery. Several U.S. companies offer conversion kits which also offer advanced lithium battery packs. Major manufacturers also offer complete e-bikes. Trek offers a line of e-bikes using the Bionx system in which the rider programs the controller to determine how much effort the motor will give in response to rider effort, from 25% up to 200% of the rider’s power. This system ensures a minimum level of rider participation and is also used to comply with many European laws mandating partial human effort before the motor engages.
Before explaining why, let’s make clear what we mean by an electric bicycle. These are not mopeds or motorcycles, but bicycles that can be pedaled with or without an assist from an electric motor. They’re sometimes called “pedelecs” or “pedal assist” bicycles because in Europe the boost from the motor only kicks in if you pedal; in the U.S., most e-bicycles also come equipped with a throttle to turn on the motor without any pedaling required. Riding an electric bike feels a bit like riding a conventional bike with a brisk wind at your back; the motor helps you go faster and climb hills, but it’s not the primary source of propulsion. Unlike mopeds or electric scooters, e-bicycles are typically permitted on bike paths, and they can’t travel faster than 20 mph.
Now I will dig through some examples of state motor vehicle codes, to give an example how to find and possibly understand the statutes, short of hiring a lawyer. In the examples, I give only my personal opinion of what the statutes mean.

Please ride like a normal bike rider, not like a hooligan. Even if you left your hooligan days behind you 30 years ago, you never know, you could get into an accident. Or, your town might have one cop who just hates bicycle riders. My town had one that lived for just one thing, ticketing bicycles going faster than 15 mph or passing a car in a school zone. You might not be able to talk yourself out of a ticket, but it sure helps to have some idea if you are really legal or not.

The BULLS Monster E FS is, well, a monster of sorts. This was the Cadillac of e-bikes. Well engineered, luscious suspensions that make riding on obstacle tracks fun without killing your back.
