Fat e-bikes might seem excessive to some, but we sort of love the concept—especially for riding in deep sand or powder. In addition to being over-the-top and on-trend, the bike has some awesome features, and the fact that Haibike has been on the market with its sporty electronic assist mountain bike line since 2009 (and has been constantly refining it) speaks to the demand for e-bikes. However, the only real change in the e-bike laws that I’ve found in WA is the addition of the seat requirement. I’ve had people tell me I just need a seat, and the law’s to prevent sitting on a bar, or standing only.
While some companies are emphasizing the practical benefits of electric bikes — they’re good for your health, good for the planet and a low-cost way to get from here to there — others focus on fun style. They are targeting urban buyers in their 20s and 30s, without a lot of money to spend, for whom the allure of owning a car has diminished.
You should never make a “high speed pass” period. If the person you are passing steps in front of you, or serves becuase they don’t know you are there, and you can’t stop and prevent an accident, you have failed to do your job as a responsible citizen. When you pass a person, or another bike on a trail, slow down to near their speed before you pass them — don’t just go zipping past them at 25 mph because you can. That’s exactly the type of behavior that will get eBikes outlawed from bike trails. You are not doing any of us a service by making “high speed passes”.
Two years ago, CEO Chris Cocalis of Pivot Cycles — which sells high-end mountain bikes — found that U.S. bike shops weren’t interested in stocking ebikes. Some retailers warned Cocalis that they’d drop the brand if it came out with an electric bike. Some traditionalists had feared excess wear on trails, but research has since shown that not to be the case.

Government does have an interest in the matter of someone running a stop sign. It does not matter if you are in a truck, car, or are riding a bicycle, you must obey traffic laws. In Texas you are required to use a headlight at night and have a rear reflector. I would change the law to require a rear light if I were in the Legislature.

The first three are, of course, electric cars. They benefit from a lot of media attention and generous government subsidies, including a $7,500 tax credit for buyers in the United States. The latter are electric bicycles, and they attract neither.
Even what you choose to wear can effect if cops give you a second look or not. Riding with no helmet, or riding with a full faced helmet (even though safer) can draw unwanted police attention to you.

Batteries: Battery packs can be fitted in all kinds of different positions, but often, they are fixed to a rack behind the rider. If you plan on carrying anything, this configuration could be problematic.
Electric bikes offer the chance for those with low lung capacity (asthma sufferers, for example), or a reduced fitness level to get out and enjoy the countryside. Even those who are moderately fit can appreciate some assistance when going up hills.
Your best approach is to go directly to your states motor vehicle department website, and get a copy of the your local state vehicle codes, with NO EDITING. Only a recently updated official state vehicle codes will contain all the latest changes to the laws. Other websites may have edited versions of the state codes, which may not contain the sections that apply to e-bikes. Or the version may simply be out of date. Even at the official state websites, you might not be getting all the information at once. Various laws that apply to your e-bike are usually scattered in different sections of the code.
