China’s experience, as the leading e-bike world market, has raised concerns about road traffic safety and several cities have considered banning them from bicycle lanes.[2] As the number of e-bikes increased and more powerful motors are used, capable of reaching up to 30 miles per hour (48 km/h), the number of traffic accidents have risen significantly in China. E-bike riders are more likely than a car driver to be killed or injured in a collision, and because e-bikers use conventional bicycle lanes they mix with slower-moving bicycles and pedestrians, increasing the risk of traffic collisions.[2]

I use my pedelec mode all the time to save on battery charge. The throttle is good for starting off then I switch to pedelec assist level 3. Also my hand gets sore holding the throttle on all the time. I prefer full throttles to half throttles, but my bike only comes with half throttle. A problem with my pedelec mode is the motor stays on for 2 to 3 seconds after I stop pedaling. I would be better if it cut off soon as I stop pedaling.

Electric bicycle (e-bike) laws are different in every state, and can be confusing for consumers, retailers, and suppliers. The Bicycle Product Suppliers Association and PeopleForBikes have a partnership to make riding an e-bike easy and accessible for all.

On our trip we experienced beautiful country roads going through and around small medieval Spanish villages. The e-bike was terrific. I felt somewhat guilty enjoying the slight uphills which were a breeze. It’s possible to break a sweat or not on this trip with an e-bike.

Say you’re a responsible 20 mph max rider using proper power, but someone idiot car driver opens their door and you have no time to avoid the whack! You don’t have a helmet on (which is the law in Calif. using power assist). On a regular bike the idiot car driver would be liable for your injuries. Since you weren’t wearing a helmet their insurance rep could argue court you were negligent and broke the law…hence your brain injury was YOUR fault, not the car driver. Same would happen if they discover you monkeyed with the max. speed sensor…or the max power level.

An e-bike conforming to these conditions is considered to be a pedelec in the EU and is legally classed as a bicycle. The EN15194 standard is valid across the whole of the EU and has also been adopted by some non-EU European nations and also some jurisdictions outside of Europe (such as the state of Victoria in Australia).[13]

I’m a fan of pedal assist with a torque sensor (on high). It definitely gives the “super man” feel and allows for a great commute to work! I also like eBikes that allow for throttle override of the pedal assist while in pedal assist mode. Sometimes that extra boost up a hill is really helpful without having to switch modes to get it.

Your best approach is to go directly to your states motor vehicle department website, and get a copy of the your local state vehicle codes, with NO EDITING.  Only a recently updated official state vehicle codes will contain all the latest changes to the laws. Other websites may have edited versions of the state codes, which may not contain the sections that apply to e-bikes.  Or the version may simply be out of date.  Even at the official state websites, you might not be getting all the information at once.  Various laws that apply to your e-bike are usually scattered in different sections of the code.

The oldest patent for an electric bike I’ve been able to find at the US Patent and Trademark Office is this one, by Ogden Bolton, Jr. of Canton Ohio, which was filed in September 1895 and granted three months later. You can see from these original diagrams that it bears an amazingly close resemblance to modern electric bikes. In the general picture on the left, you can see there’s a hub motor on the rear wheel (blue), a battery suspended from the frame (red), and a simple handlebar control to make the thing stop and go. In the more detailed cutaway of the hub motor on the right, you can see there’s a six-pole magnet in the center (orange) bolted to the frame and an armature (made from coiled wire, yellow) that rotates around it when the current is switched on. It’s quite a hefty motor even by modern standards; Ogdon mentions “a heavy current at low voltage—for instance, to carry one hundred amperes at ten volts.” So that’s 1000 watts, which is about twice the power of a typical modern bike hub motor.

In most jurisdictions, the bikes are limited to 20 mph. Many can be ridden up to 50 miles before running out of electricity and can be recharged in two to four hours. In price, they run from several hundred dollars to many thousands.

Established bike companies and startups are embracing ebikes to meet demand. About 34 million ebikes were sold worldwide in 2017, according to data from eCycleElectric Consultants. Most were sold in Europe and China, where the bikes already have exploded in popularity. In 2017, the U.S. market grew to 263,000 bikes, a 25% gain from the prior year.

They’re Kind of a Bargain: E-bikes are less expensive than you might think—in fact, you can buy one new for under $1,000. Pedelecs are pointless. Most people who buy electric bikes want to cruise on electric and pedal just a little. Plus you can keep up with traffic better with throttle and more speed. Its actually dafer for you. Some pedelecs you never know when the darn motor will kick in. The pedelec sensor fails often. Its a nightmare for ebike companies to fix!

Now that sales are taking off, the vast majority of bike dealers are asking Cocalis when he’ll make an ebike available. Meanwhile, Pivot Cycles sells an ebike in Europe, and has its eye on the U.S. market.

Chart: Electric bicycles are rapidly becoming popular.
