The part that confuses me is the “saddle”. Recumbent trikes do not have the typical bicycle saddle seat. They have a nice comfy fully supportive seat. Some are like bucket seats. So then I’m thinking, would it be a moped under WA law?

One last thing to consider is your very local laws. Counties, Parishes, Towns, Cities and even park managers, can also regulate bikes, e-bikes, mopeds, etc at the local level. You may have local laws about mopeds or motor vehicles on the, hiking, bike or multi-use trails for example. Pay particular attention to the exact wording of the signs if any.  “No Motor Vehicles”, does not ban an e-bike IF, your state does not define an e-bike as a motor vehicle.  If a sign says “No Motorized Vehicles”, then your e-bike is a lot more likely to fit that definition and not be allowed on the trail.  Local differences exist. Your multi-use beach path at home may be OK, but cross a city border, and some entirely different rules may be in effect for the paths.

  So what is my example e-bike in California?  Looking at the section for motorized bicycle, it’s less than 1000W, check.  It’s capable of 23-MPH, fail.  We talked earlier about how to make it pass in Texas, and the same things could get it to pass in California. But the last one is new, “Incapable of increasing the speed past 20-MPH…”  What does that mean?  It does not seem to me that it means you can’t motor to 20-MPH, then pedal to go faster.  It’s the opposite.  It means that if you pedal to 20-MPH, the motor won’t add any more speed than you have from pedaling. The example e-bike does not do that, so check.

With clear rules on how and where to ride an e-bike, everyone stands to benefit. Local bicycle shops and manufacturers will see increased business and their customers will no longer be confused; people who already ride e-bikes can more easily understand where to ride; and new bicyclists who may be discouraged from riding a traditional bicycle due to limited physical fitness, age, disability or convenience will have new transportation alternatives.

The Stromer ST1 Platinum may look less decked out than the other models, but this e-bike is pretty high-tech. It looks like something a Storm Trooper might pilot and has a futuristic computer readout to go with it—showing speed, odometer, trip time, and battery level, among other things. The battery is built into the down tube, and the speed tops out at 28 miles per hour. It also has fender and rack mounts if you want to make it a great commuter bike in the winter and can go up to 55 miles on a single charge.

The batteries are the most important parts of the bike, because (if you don’t do any pedaling) they contain all the power that will drive you along. Typical electric bike batteries make about 350–500 W of power (that’s about 35–50 volts and 10 amps), which is about a quarter as much as you need to drive an electric toaster. In theory, you could use any kind of battery on a bicycle. In practice, however, you want to use something that stores lots of power without being too heavy—or you’ll be using half your power just moving the battery along! That tends to rule out heavy lead-acid batteries like the ones that start cars, though some electric bikes do use them. Lightweight lithium-ion batteries, similar to those used in laptop computers, mobile (cellular) phones, and MP3 players, are now the most popular choice, though they’re more expensive than older rechargeable battery technologies such as nickel-cadmium (“nicad”). Typical batteries will give your bicycle a range of 10–40 miles between charges (depending on the terrain) and a top speed of 10–20 mph (which is about the maximum countries allow for these vehicles by law). You can extend the range by pedaling or free-wheeling some of the time.

Power assist bikes typically use an electric motor and on-board electric battery to add propulsion to the traditional pedal-and-chain system. The power can be turned on or off, and dialed low to high, depending on how much energy the rider desires to use.

This was my first VBT bicycling tour and it was fabulous. The bicycling was marvelous and I would recommend an e-bike to other travelers as it allowed me to ride further and with less discomfort than I would have otherwise experienced. I will definitely book another VBT tour in the near future.

There’s your answer right there. There is already a deterrent to running a stop sign. It’s called civil procedure[ie. being sued]. The only thing legislation does is to make the government a party in a civil matter. The government has no business in the matter.

Please ride like a normal bike rider, not like a hooligan. Even if you left your hooligan days behind you 30 years ago, you never know, you could get into an accident. Or, your town might have one cop who just hates bicycle riders.  My town had one that lived for just one thing, ticketing bicycles going faster than 15 mph or passing a car in a school zone. You might not be able to talk yourself out of a ticket, but it sure helps to have some idea if you are really legal or not.

E-bicycle makers eagerly market themselves as “green.” Dashboards on e-bicycles sold under the Polaris brand and made by a Miami-based company called EVantage include a “carbon footprint savings” function to calculate how many pounds of CO2 are saved by using the bicycle in place of a gasoline-powered car. Evelo, a Boston-based startup, recently launched a 30-day electric bike challenge, asking people to give up their car keys and blog about using their electric bikes. “We don’t want to wean people from bicycles,” says Boris Mordkovich, Evelo’s founder, who previously worked at car-sharing company RelayRides. “We want to wean people from cars.”

Add a device to control speed.  One example is a three speed switch.  Some controllers have a plug for it, or there are types that just modify the throttle signal.  If your controller comes equipped with a cycleanalyst plug, then the CA can have its speed limiting function set to 20-MPH.  Lastly, some controllers have a jumper wire that limits potential speed. In most cases this jumper wire, when connected, will result in speed a lot slower than 20-MPH. So that may not be the first choice.  However you get it done, it beats having to comply with the moped laws, particularly if you have no drivers license.
