The last e-bike component we’re going to discuss is the throttle. A few e-bikes use levers much like you’d find on some lawn mowers. Some just have a button, but most use motorcycle-style twist grips. These give a positive feel and more precise control.
Electric bikes (e-bikes) are very similar to regular bikes, only more fun! An e-bike has a motor and a battery that provides assistance to help the rider go further and faster. While still getting an effective work-out, you can ride up tough hills easily, enjoy long distances and have a faster commute. E-bikes are also environmentally friendly! With an e-bike, you choose your speed and assist, putting you in control of your entire ride.
Bicycle or Motorcycle? It Depends: In 37 US states and Canadian Provinces, e-bikes are considered bicycles—not motorized vehicles. In 29 states and provinces, it’s legal to ride e-bikes on bike paths; in 27 states and provinces, however, you’ll need a license to ride. Where e-bikes are classified as motorcycles, riding on bike paths is illegal. (Seem confusing? To go farther pedal without power downhill, on the flats and on gentle uphills or until the legs begin to complane. For me (age 73) cycling is still about exercise as well as fresh air and mountain views.
By 2001 the terms e-bike, power bike, “pedelec”, pedal-assisted, and power-assisted bicycle were commonly used to refer to e-bikes. The terms “electric motorbike” or “e-motorbike” refer to more powerful models that attain up to 80 km/h (50 mph).

Yet it’s quite light and easy to stow in your trunk or trailer. You can get some exercise (or not), and beat the commuter rush.

Summarizing the three states we just looked at, the example e-bike is not a “bike” in any of the three states. It’s not a bike in Texas and California because it can motor to 23-MPH. In New Mexico, there simply is no such thing as an electric bicycle.
Electric self-balancing unicycles do not conform to e-bike legislation in most countries and therefore cannot be used on the road, but can be utilized in the sidewalk. They are the cheapest electric cycles and used by the last mile commuters, for urban use and to be combined with public transport, including buses.

Some individuals have lost considerable amounts of weight by using an electric bike. This means people of lower fitness levels or who haven’t cycled in many years can start enjoying the many health benefits E-bikes have to offer. 
You ARE allowed to ride an e-bike in Texas faster than 20-MPH if you pedal up that speed. So when you are going fast and see a cop, pedal as fast as you can. We call it clown pedaling. Looks really clownish if you happen to be going 40-MPH. Don’t expect a cop to be fooled if your e-bike really goes 40-MPH…but sometimes cops can surprise you.

So what is my example e-bike in California? Looking at the section for motorized bicycle, it’s less than 1000W, check. It’s capable of 23-MPH, fail. We talked earlier about how to make it pass in Texas, and the same things could get it to pass in California. But the last one is new, “Incapable of increasing the speed past 20-MPH…” What does that mean? It does not seem to me that it means you can’t motor to 20-MPH, then pedal to go faster. It’s the opposite. It means that if you pedal to 20-MPH, the motor won’t add any more speed than you have from pedaling. The example e-bike does not do that, so check.
In 2012, two e-bike advocates completed the first 4,000-mile (6,400 km) transcontinental e-bike tour from New York to San Francisco to advocate for e-bikes in major cities across the U.S. Pedego Electric Bikes is the best selling brand in the U.S. Many e-bikes in the United States are standard bicycles converted using a kit. Trek offers a line of e-bikes using the Bionx system in which the rider programs the controller to determine how much effort the motor will give in response to rider effort, from 25% up to 200% of the rider’s power. This system ensures a minimum level of rider participation and is also used to comply with many European laws mandating partial human effort before the motor engages.

You must realize that the United States of America is a Union not a nation. The member states are nations and are the source of “state” power for the USA. I do not believe that we need to have uniform laws on such things as riding a bicycle because there is not a significant amount of interstate bicycle traffic.
