Your best approach is to go directly to your states motor vehicle department website, and get a copy of the your local state vehicle codes, with NO EDITING. Only a recently updated official state vehicle codes will contain all the latest changes to the laws. Other websites may have edited versions of the state codes, which may not contain the sections that apply to e-bikes. Or the version may simply be out of date. Even at the official state websites, you might not be getting all the information at once. Various laws that apply to your e-bike are usually scattered in different sections of the code.
Even what you choose to wear can effect if cops give you a second look or not. Riding with no helmet, or riding with a full faced helmet (even though safer) can draw unwanted police attention to you.

We’ve seen a number of kits that allow cyclists to temporarily turn their existing bike into an e-bike, by swapping one of its wheels with an electrified one. It’s a pretty simple system, although the Swytch eBike Conversion Kit may be even simpler and easier yet.
China’s experience, as the leading e-bike world market, has raised concerns about road traffic safety and several cities have considered banning them from bicycle lanes. As the number of e-bikes increased and more powerful motors are used, capable of reaching up to 30 miles per hour (48 km/h), the number of traffic accidents have risen significantly in China. E-bike riders are more likely than a car driver to be killed or injured in a collision, and because e-bikers use conventional bicycle lanes they mix with slower-moving bicycles and pedestrians, increasing the risk of traffic collisions.
HR-727 (Passed by the 107th Congress) defines what a “low speed electric bicycle” is. More importantly, that law states in Section”D” as follows: This section shall supersede any State law or requirement with respect to low-speed electric bicycles to the extent that such State law or requirement is more stringent than the Federal law or requirements referred to in subsection (a).”
Lastly look for any other codes that apply to operation of the type of vehicle you have. You may find that helmets are required for those under 18, or whatever. Remember, if you have decided that your vehicle fits the definition of “bicycle” then ALL laws applying to bicycles apply to you. So you might need a light after dark. You might be required to have pedals (some builds have used a bicycle frame to essentially make a scooter). You may or may not be legal to ride on the sidewalk, or the hiking trail.

My State (WV) Laws are similar. Anything with a motor is a Moped (requires registration and insurance and that kills a lot of incentive to use one). I got interested because I was looking at the Organic Transit ELF. Turns out human powered Trikes are non-classified vehicles here, that is they are not defined as a bike -as a bike can only have 2 tandem wheels- while a moped can have 3 but also has a motor which a human powered trike lacks. >shrug< It's Easy to Plug In: If you can find an outlet, you can charge your bike. Unlike electric cars, which require dedicated charging stations, most e-bikes plug in anywhere. Some even have removable batteries, which make it even more convenient to charge. (Elby says to plan around four hours to get their e-bikes fully charged.) Despite these legal complications, the classification of e-bikes is mainly decided by whether the e-bike's motor assists the rider using a pedal-assist system or by a power-on-demand one. Definitions of these are as follows: The batteries are the most important parts of the bike, because (if you don't do any pedaling) they contain all the power that will drive you along. Typical electric bike batteries make about 350–500 W of power (that's about 35–50 volts and 10 amps), which is about a quarter as much as you need to drive an electric toaster. In theory, you could use any kind of battery on a bicycle. In practice, however, you want to use something that stores lots of power without being too heavy—or you'll be using half your power just moving the battery along! That tends to rule out heavy lead-acid batteries like the ones that start cars, though some electric bikes do use them. Lightweight lithium-ion batteries, similar to those used in laptop computers, mobile (cellular) phones, and players, are now the most popular choice, though they're more expensive than older rechargeable battery technologies such as nickel-cadmium ("nicad"). Typical batteries will give your bicycle a range of 10–40 miles between charges (depending on the terrain) and a top speed of 10–20 mph (which is about the maximum most countries allow for these vehicles by law). You can extend the range by pedaling or free-wheeling some of the time. I’ve had an ebike kit on my old mountain bike for over five years. It is frontwheeldrive, with a thumb throttle and regeneration button for downhill recharge. I’ve ridden pedelecs and, on the whole, don’t like them. find it annoying to have to adjust power assist, and it can be quite alarming/dangerous if on high assist when you pedal off, and you get too great a boost. The thumb throttle is sensitive, easy to adapt to all conditions, works in well with how hard you want to pedal(I never ride mine without pedaling) and i swear by the regen button for both braking and battery recharge. you can overcome the aching thumb/wrist syndrome on a longer ride by setting the thumb throttle on right hand handlebar so your thumb naturally pushes it away from you.
