According to the League of American Bicyclists, bike commuting grew by 47 percent nationally between 2000 and 2011, and it grew by 80 percent in communities designated as “bicycle friendly” by the league. Cities including New York, Chicago, Washington, and Los Angeles are building dedicated bike lanes, like those found in northern Europe, to make commuting safer and easier.

Bicycle or Motorcycle? It Depends: In 37 US states and Canadian Provinces, e-bikes are considered bicycles—not motorized vehicles. In 29 states and provinces, it’s legal to ride e-bikes on bike paths; in 27 states and provinces, however, you’ll need a license to ride. Where e-bikes are classified as motorcycles, riding on bike paths is illegal. (Seem confusing? As a power electronics engineer I had intended designing and developing a torque assist bike so was surprised to find that a few manufacturers brought them out in Europe recently. I bought a Raleigh Vélo Cité with a 36V 10Ahr lithium battery. I would never use a throttle or cadence type unless I was infirm and I am sure that torque sensing pedelecs will become the norm as prices fall.
So your motor is limited to a peak of 1490 watts. This is where you have to be careful as a number of e-bike motors are sold not at peak rating but at their sustainable rate. That 1000w rated motor might actually be capable of 2000w and be a violation.

The part that confuses me is the “saddle”. Recumbent trikes do not have the typical bicycle saddle seat. They have a nice comfy fully supportive seat. Some are like bucket seats. So then I’m thinking, would it be a moped under WA law?
That is a lot of variety of e-bike rules, and we just looked at three states. Unless I am mistaken, New York still completely prohibits electric bike use on public roadways. As you can see, it’s far too complicated and variable to be able to summarize e-bike laws for the entire USA. Each state is quite different, in some you are a motor vehicle, and in some you are not. And even in one state, the power and speed your particular e-bike has can greatly change the legality of riding on public roadways.
