That is a lot of variety of e-bike rules, and we just looked at three states. Unless I am mistaken, New York still completely prohibits electric bike use on public roadways. As you can see, it’s far too complicated and variable to be able to summarize e-bike laws for the entire USA. Each state is quite different, in some you are a motor vehicle, and in some you are not. And even in one state, the power and speed your particular e-bike has can greatly change the legality of riding on public roadways.

All of which raises a question: Can electric bicycles help solve big environmental problems? The industry — which is making a push to expand its sales in the U.S. — says e-bicycles will reduce greenhouse gas emissions, air pollution, and traffic congestion, while enabling Americans, two-third of whom are obese or overweight, to become more active. In Europe and China, most electric bicycles are sold to commuters, although it’s not clear whether they are replacing conventional bikes, mopeds, or cars.

China has experienced an explosive growth of sales of non-assisted e-bikes including scooter type, with annual sales jumping from 56,000 units in 1998 to over 21 million in 2008, and reaching an estimated fleet of 120 million e-bikes in early 2010. This boom was triggered by Chinese local governments’ efforts to restrict motorcycles in city centers to avoid traffic disruption and accidents. By late 2009 motorcycles are banned or restricted in over ninety major Chinese cities. Users began replacing traditional bicycles and motorcycles and e-bike became an alternative to commuting by car. Nevertheless, road safety concerns continue as around 2,500 e-bike related deaths were registered in 2007. By late 2009 ten cities had also banned or restrictions on e-bikes on the same grounds as motorcycles. Among these cities were Guangzhou, Shenzhen, Changsha, Foshan, Changzhou, and Dongguang.
The e-JOE Epik’s thumb throttle is not the most intuitive (it’s a bit like some powered lawn mowers), but you soon get used to it. The handlebar-mounted display could be easier to understand. These minor negatives aside, owners love the e-JOE Epik’s practicality and reliability. It delivers precisely what you expect from a folding electric bicycle.

For the premium buyer, there’s the Faraday Porteur, the brainchild of Adam Vollmer, a mechanical engineer from Ideo, the famed design firm. It weighs less than 40 pounds, features a leather saddle and bamboo fenders, and its Web site promises that it is “crazy fun.” Even more expensive is the $4,000 eFlowE3 Nitro from Currie, which was designed by a Swiss firm, Flow AG, and promises “fast, powerful and nimble handling.” And if you’ve really got money to burn, there’s a German e-bicycle called the Blacktrail BT-1 that claims a top speed of 65 mph and retails for $80,000. Think of it as the Tesla of electric bikes.
Electric bikes make commutes more inviting by easing worries about hills, headwinds, and fatigue. “They increase the distance that people can ride comfortably,” says Evelo’s Mordkovich. Commuters on e-bicycles are also less likely to arrive at the office dripping with sweat. “It seems like a small detail,” Mordkovich says, “but it’s a big deal to a lot of people.”

So your motor is limited to a peak of 1490 watts. This is where you have to be careful as a number of e-bike motors are sold not at peak rating but at their sustainable rate. That 1000w rated motor might actually be capable of 2000w and be a violation.
You Can Go Long(ish): E-bikes are great for commuting and even some long-distance travel. Consider this: a car can travel about 289 miles on a tank of gas (assuming an average of 24.1 miles per gallon for a 2015 model year car). Extracycles go 18-60 miles per charge, and a fully charged Elby e-bike can go 95 miles on gentle terrain. (Some e-bikes even have ranges greater than electric cars like the Nissan Leaf and the BMW i3.)

Various designs (including those mentioned above) are designed to fit inside most area laws, and the ones that contain pedals can be used on roads in the United Kingdom, among other countries.
